Can the Pm remove this time from the carriers?  The clerks say it is their job.  Our office has been doing the job of withdraw since I have been there.

It is a majority of carriers voting, but be careful!  Realize that the 5 minutes daily (30 weekly) are sure to be precious come count evaluation, especially if the volume doesn't pick up. I'm sure that most P.M.'s would love to shave that 30 minutes off each route. Also remember that if you empty sacks or I beleive cut bands off pre-sorts,those are withdrawal funtions...

No, cutting bands off presort isn't a withdrawal function.  But emptying sacks is.

     i know that cutting off bands and shrink wrap is not included as withdrawal.  it kills me that twice a week we have a boxholder that is the size of a full size newspaper. i only have 330 in count, getting 4 minutes a hundred to deliver them. it takes a good 5 minutes to unwrap the bundles to get them ready to go the street with them.
     that leaves me with maybe 8 minutes to stuff 300 plus newspapers.  who dreams up this crap.
     the 4 minutes a hundred standard might be allright for postcard and letter size boxholders,  but there should be an extra time standard for larger more time consuming stuff like this or phone books, etc.
