So this website is not working that well ... http://www.geotools.org/
does not even work for me today.

We need a couple of things to move forward:
- to fill in the who uses geotools section ( have some names form the
user list to get started with)
- sphinx has been mentioned a couple of times (to make it easier then
editing raw html)
- to clear out the geotools wiki "home" page
- remove pointless paragraphs (since I just grabbed the next from the home page)

Same here. I don't think it is just geotools, it is every site running
on that box. For instance, the gdal website is also down, and I can't
even ssh into the box that runs them. I guess time to ping someone on
the osgeo channel.

Sphinx is good if you're trying to generate a hierarchical document, it
may be not ideal for a home page where you want full freedom on how to
layout contents.

That said, MapServer home page is plain jane Sphinx and looks good
enough to me: http://mapserver.org/

I still want to propose we switch the docs to sphinx, what's blocking
me atm is that I was trying to look for a way to convert the html
version we have now in rst automatically and I did not have time to
work on it. Maybe it's ok to perform a manual port anyways?

For what it's worth, it is possible to use a different template for some
parts of a Sphinx document set.  http://geoext.org/ uses this to provide
a newsfeed in the sidebar on the frontpage and navigation links
elsewhere.

That is a good example David:  Do you have source code you can send in
my direction? Justin is helping me set up Sphinx.  I also note that
there is a maven plugin that can handle RST if we wanted to stick with
an all maven build system.

Andrea I have had luck porting an XML export of confluence into Drupal
before;but it did take a fair bit of time.

The Sphinx sources live at http://svn.geoext.org/core/trunk/docsrc/.

When I've worked with them, I used the build scripts/environment here,
which include some magic to pull documentation from the sources:
http://svn.geoext.org/website/ (note the README.txt).

I think that everything needed for a custom frontpage is in the first
link though.  If you need more info, I can get you in touch with the
guys who set that up (Tim Schaub and Whit Morris from OpenGeo).
