Is it possible to link to videos on a leased parcel of a sim or would it be based on the owner's settings?

You can, of course, link to the webpage and get them to open it in a browser anywhere you can run scripts. That's one way around it.

As for the other question, the answer isn't really simple.

If it's land where you're the owner of name, you can do what you like. If it's group land, which a lot of leased land is, then it depends on the abilities that the owner of the group gives you. If they're used to leasing to educators they might well be willing to give you the right abilities to send the media channel.

Even if they're not, or it's owned by an avatar other than you rather than a group all is not lost (although it does become trickier). An object owned by the owner (or group) can be scripted to change the media channel. That might be scripted so you can do it, or you might have to ask the owner to change notecards or similar for you if you use something with that sort of system.

So it's not impossible, but it depends on the situation a lot, and in many of the cases depends on the cooperation of the land owner too.
