Summary: scim starts with every GTK app

I exited from scim. When I launch Firefox scim starts automatically.
This feature should be optional because not all users want this.
Once I quit scim it shouldn't automatically start with the start of any IM-enabled app.

Although I personally prefer your policy, I don't think adopting it in
scim-1.4.x branch is a good idea.
I think we should disable automatic launching in scim-1.6.0 or scim-2.0.
I will reject this report for now.
