release candidate version 2.2 specification

Attached is the release candidate for version 2.2.  No change has been made since the draft that was sent to the list on February 18th.  Unless issues are subsequently found, the specification is now frozen for this minor release.  This release candidate is scheduled to become the official version of CPE on March 11th.
