Chapter 5 of the ELM is where you will find the documentation for this. It is one day or the other to recieve pay for the holiday, not both days.

Subject: regarding LWOP and holiday pay
Does anyone know on here if you are on extended leave, if you are running out of AL and are mixing LWOP days in on FMLA - do you have to be in pay status (AL or SL) the day before and the day after a holiday to get the holiday pay? Is this written somewhere?
