I am learning a new route in our office and i was putting mail up on the route that i am learning this morning and the postmaster came out of his office and said all rural carriers to the break room except me. After  the meeting the carrier i was working with said i was not going full time next year because the postmaster told the that other postal workers that was going the be laid off will be offered the chance to transfer and fill the position. I have been a rca for 11 years and 47 years old, is  the postmaster right? Also ask the postmaster about getting changed over to a ptf. He said that that position was done away with 10 years ago. I think he is wrong and any input on these subjects will be helpful. Thanks!!!!!!!!!

Are you in a FSS area??  If so, the routes in your office can be held for diplaced carriers.  If you are not in a FSS area, the routes in your office fall under the same guidelines as they always have.  Routes have to be posted within 30 days (60 days with a good reason) and filled within 10 days thereafter.

Not sure what the PM is talking about as far as the PTF position.  The position DOES exist, although is not used that often.

mailman-an fss area is 50 (?) miles or less from an fss office.  fss stands for "flat sequencing system" which puts all flats in order (like dps letters come).  supposedly, the thought is that this fss stuff will cut routes down so much that some carriers may be excessed (their routes will be gone because they'll be consolidated with other routes).  these "excessed" carriers will then be able to go to offices within 50 miles that have open routes and be able to take these routes over before the subs in that office are allowed to take them. i, personally can't see fss making that big of an impact but...who knows.

As for Fss, I was told by our oic that here in fly over country it could be years before they come to us due to the size of the building it takes to run fss. He said something like 2 football fields in lenght and they have to be built from scratch to specifications. Sounds expensive to be for a broke organization. Anyone seen one of these fss building facilities?

Oklahoma City has the new building and FSS capability, just not working yet. Seems like it is not a simple change over, or cheaper at all.
