plone.reload and Plone 3.3

According to zope.conf and plone_control_panel I am running in debug
mode but plone.reload insists I'm running in production mode. This did
not happen with 3.3rc5. I have only tested this with a buildout which
I have adapted to use 3.3 instead of 3.3rc5. I did do ./bin/buildout
so it is fresh. Does anyone have a similar problem?
