not able to install "QGIS-1.3.0-3-No-GrassSetup.exe"

Dear all,
I downloaded "QGIS-1.3.0-3-No-GrassSetup.exe".
But not able to install, its giving following error.

"QGIS-1.3.0-3-No-GrassSetup.exe"  is not a valid win32 application.

help required,
