hi all
i have collected some info about my question but i am still doubted.
that my question is :
for using lame in my commercial project does i need mp3 license from
the mp3licensing.com?

However, you do not need to license an encoder from them

Our encoder implementation is licences under the LGPL license. However,
that only covers our specific implementation, and would not change
anything regarding a potential patents license. It is your
responsability to check for such a patents license.

Practically, several companies are shipping Lame with their products,
and subscribed to some patents licenses (including from ThomsonMM/FhG).
By using Lame you would save cost on the implementation, but not on the
patents license.
