We see Warning: corrupt or unsupported WAVE format buried amongst the messages. Instead of bombing out, lame continues, and even returns 0 to the shell's $? variable. Are you using a mirror of Christian Marillat's repository? Debian doesn't allow lame on the distribution for the same reasons that the lame project doesn't provide binaries... Anyway, I can give you some instructions on how to compile the package, if you wish. I, BTW, also have an S1MP3 device and the file that you attached is an MS WAV IMA ADPCM file. I use this to record my talks and everything goes fine. If you use a Debian-based (like Ubuntu) distribution (I see that you are using something like a Unix, since you mentioned the $? variable of the shell), you can grab the CVS HEAD of lame and compile a brand-new package that will be able to compress the files that you have. You will be pleased with the results.
