Summary: Add a LAME gapless tag to existing MP3s?

Initial Comment:
The extra tag added by Lame after v3.90 to allow players
such as foobar2000 and VUplayer to play MP3 albums
without gaps between tracks has removed one of the
major deficiencies of MP3 as a format. What would be
useful now is a utility to scan existing MP3 files encoded
without this tag, make a best guess at the file length by
counting zero samples at the ends of the file, and add
the tag as if it had been encoded with LAME 3.90+.
