Summary: Incompatibility with Fraunhofer MP3 SX converter.
Initial Comment:
After years of encoding hundreds of mp3 files compiled by LAME and coverting them to mp3 sx files by Fraunhofer Software there was coming up a complex situation involving a wav file, a LAME 3.97 encoder, a LAME parameter, a Fraunhoder MP3 SX converter, which all together lead to a defect situation on using Fraunhofer MP3 SX converter.
For demonstration unpack attached zip file (44 MB).

The zip file contains some subfolders, containing the original wav file, the encoder and converting tools etc.
In the CMD folder there are two cmd files for encoding and one cmd file for converting purposes.
LAME_1.CMD: invokes LAME encoder with optional parameter "--strictly-enforce-ISO".
LAME_2.CMD: invokes LAME encoder without "--strictly-enforce-ISO".
SXCONV.CMD: invokes the Fraunhofer converter commandline application.
All LAME mp3 files encoded by myself over years have this optional parameter set, never got any problems. Until now.
"LAME_1.CMD" creates a file "Test_1.mp3" which further on cannot be converted to a mp3 sx file because Fraunhofer converter throws an "Unknown error".
"LAME_2.CMD" creates a file "Test_2.mp3" which is able to be converted to a mp3 sx file "Test_2_SX.mp3".
Run the cmd file SXCONV.CMD and you will see the error message in case 1 and a successfully sx converting in case 2.
Maybe the defect situation is a problem of Fraunhofer's MP3 SX Demo-Software MP3 SX, Windows 2000, XP (exe-file, 2MB, Version 1.1.0), but it is worth to check LAME software too.

I'd never heard about that tool before. Some short reading about it led me
to the conclusion, it has some systematic design flaw. It assumes there is
always enough room to add its extra data to the mp3 file, very optimistic.
Maybe there is something else wrong with that program, but the error
message doesn't tell you/me anything about what kind of problem that
program has. In case someone at FhG will answer your question, it would be
nice to post it here too.
I don't think there is anything we can do for you now.
