The non null tolerance is useful any time CRS coming from a database other than the official ESPG one are used. Most of the time they are poorer alteratives with less accurate parameters and no chance whatsoever to use grid transformations (once with add that support for good) so it's a good thing to be able and match those with an official one so that the extra goodies of the official one can be used instead.
