Improve ability to match ESRI conformal conic definition with the EPSG ones

ESRI uses just one Conformal Conic definition for both the 1SP and 2SP case, make sure the provider builds the 1SP in the cases where the param imply it's a 1SP (so that it's possible to match the two)
