   It looks like trac.marketcetera.org doesn't accept new tickets from
newly created users... is this intentional?

Patrick,

That is indeed somewhat on purpose. We've a few spammers posting on
our ticket system, so we deciding to add a manual intervention step
for now.
I've modified your trac account to allow you to post tickets as well.
Let me know if that doesn't work for you.

In general, we also have the "anon" account that allows users to post
bugs without registering:
