Have filed a "disagreement form" with PM and district. But have not received
my "prompt reply" from district yet.
I have an idea that district is not going to allow my disagreements and will
need to file a grievance.
Who are the ones who "decide" a step one and step two grievance?
(Where does it go and who are the ones looking at it?)

Prompt reply means sometime this summer.
Step 1 is argued by your local or state steward, and step 2 appeal is argued by the state steward.

So, what happens when you have a disagreement with your state stewart?

Unless you can prove your case to your State Steward, yes you are probably SOL.

Well...if you feel really wronged and are certain you are being blown off, you can file an official complaint on the state steward with your state association.  This procedure should be outlined in your state charter, whatever they call that.  They are all buddies, so this will probably will not do much to help your cause, you might feel better though.

I got a reply to my disagreement letter from last years count, which was a blowoff, three days before this years counts started, how is that for prompt? Our union sure has USPS cowering in the corner....NOT!

what from did you use? Is it 8191. We are planning to file and greivience on 2 items that were honored last year and red lined this year. thanks

Yes, the standard 8191.  You have two weeks to file the grievance beginning with the day you receive the decision to the disagreement form from district.
