grass 6.2.3 on cygwin installation error

Hi everybody,
I'm trying to install Grass 6.2.3 on Windows XP using Cygwin. I followed the instruction published in http://grass.osgeo.org/grass62/binary/mswindows/ but Cygwin can't find setup.ini in http://grass.ibiblio.org/grass62/binary/mswindows/ even starting Cygwin's setup.exe from command line as "setup.exe -X".
Can anybody help me?

Please consider to use GRASS 6.3.0:
