gpsimporter link error

[William Kyngesburye]

It looks like r11962 killed the gpsimporter.  Code for populate*Dialog
() functions was removed, but QgsGPSPluginGui() still calls them.  It  
compiles fine, since they're defined in the header, but it won't link.
