It is doable; and a summer of code student focused on doing it (or a lot of different tile servers - yahoo, world wind etc...). The only difficulty with google maps is that the data is not free (you need to supply a google id - and they want some money if you start using it a lot). The license terms specifically ask people to only use the servers through javascript - so that google can tract the use for their ad systems.
