I was just wondering.... In our office we have always  let people that didn't have subs use our subs on Saturday. Inturn we would bank those Xdays and use them when we wanted. (within 12 weeks). Now they're saying we have to use our xdays in the same pay period in which we earn them. Its making alot of regular carriers who have subs not want to give up their sub because they don't want to be told when to take their day off. They're saying if every regular would do that then they'd have to do something. My question is: I know our contract states that we have 12 weeks to use our xdays, but it also says something about mgmt can do something different. So whats the story what can we do? Anybody know?

n our office we are not allowed,to act on our own, without managements permission to lend our subs out to another route at our descretion.
 Therefore it is managements decision who works and who has off. This puts us in the posistion of using one of the three options available when told to work our scheduled day off.
 1. Take 150% pay for the day and not get a day off.
 2. Take 50% pay for the day and a day off of managements choice.
 3. Take a day off of our choice and recieve no pay.

 Off the top of my head, if your choosing the third option , it's your choice as to when to use your Xday

       i believe that you have to sign the releif day work list to be able to choose which option that you want to take - other wise management will give you a day off when you want, with no extra pay. i think the best opion is to take the 150% pay and use annual leave to get your choice of days off.

The relief day work list has some bearing on who can choose what and when so that needs to be examined.  I also know what the contract states and there is the term "mutually agreement" in there so if managment does not agree then it is not a mutual agreement.  Threre has also been a push the last few years to have carriers use the X-day within the same pay period.  It has something to do with managing the time and the RDSOP program.

Bottom line, scheduling is managements responsibility but you need to explore who is on the RDWL and read the contract.

In my little one route office I insisted on the RDWL to sign just so I could have the options included. It seems kind of silly but we must dot our I's and cross our t's. My former PM wanted me to take my X day in the same pay period cuz it  helped her bottom line (all going toward bonus). She said she had to do more paper work and explain why she had gone over in carrier hours if I did  not take the X day in the same pay period. OH well, too bad. So sad.

   I believe, or am I wrong, That if you are NOT on the relief day work list, the only option available to you is to take 50% pay and a day off of managements choice.

I think maybe you are wrong.....I think it to be purely managements choice for a day at their choice. Usually management will still let you choose, but it is really  up to them. Then again, I have been wrong lots of times lately. I hate that when it happens. (<:

  before the RDWL - the only thing we could get was a day of out choice at regular pay.  which  you could lose if not taken.

 I still believe the default payment for a rural carrier NOT on the overtime desired list is 50% pay and a day off of managements choice.

The order of consideration states:
Select a regular carrier to work in accordance with Article 8.5
a) Select regulars on the Relief Day Work List (RDWL) in order of seniority on a rotating basis. Regular carriers selected from the RDWL have three ways to be paid (at the carriers option)
"R" Code - Carrier/manager mutually agree when "X" Day will be taken, complete 3971.
"3" Code - 50% additional pay, manager schedules "X" Day within 12 weeks.
"5" Code - 150% additional pay, no "X" Day.
b) Accept a regular who volunteers that is not on the RDWL (Carrier is paid DACA "3" only)
c) Require regular carrier, who is not on the RDWL or does not volunteer, by juniority. (Carrier is paid DACA "3" only)

you shouldnt of been allowed to bank your x days in the first place, whether it s your choice or managements , x day is to be agreed on before you work your j or k day,
