draft version 2.2 specification

Attached please find a draft for version 2.2 of the CPE Specification.  This is a minor update that just adds documentation in an effort better explain some of the areas that have recently cause confusion in the community.  All changes are highlighted in red text.

The attached draft addresses the following three tracker items:

* clarify what term to use for an initial release
* clarify vendor component regarding no qualified DNS
* move paragraph about consulting the dictionary

As always, discussion is welcome.  The plan is to issue a Release Candidate on Feb 25 and to issue the Official 2.2 Spec on Mar 11
