configure warning with winsock2.h and warning about gtk-config

Hello,

First:

I got the following errors with the configure script under cygwin

--- snip ---
[all seems to be fine with the first configure-steps]
configure: WARNING: winsock2.h: present but cannot be compiled
configure: WARNING: winsock2.h:     check for missing prerequisite headers?
configure: WARNING: winsock2.h: see the Autoconf documentation
configure: WARNING: winsock2.h:     section "Present But Cannot Be Compiled"
configure: WARNING: winsock2.h: proceeding with the preprocessor's result
configure: WARNING: winsock2.h: in the future, the compiler will take
precedence
configure: WARNING:     ## ------------------------------------ ##
configure: WARNING:     ## Report this to [hidden email] ##
configure: WARNING:     ## ------------------------------------ ##
[all seems to be fine with the rest of configure]

What should I do to successfull configure under cygwin
btw: standard cygwin installation with gcc (+mingw)

Second:

If I configure either under MSYS/MinGW or Cygwin I got the
the following message:

the

Why does the lame needs/wants the GTK ?
It's just a command-line tool, isn't it?

btw: the gtk is installed. Both native win and gtk in cygwin are present
and the GTK_CONFIG env-var is set to /usr/bin/gtk-config (cygwin)
But I still got this message - Why?

Hopfully you can help me to compile the sources without
warnings/errrors
