You are right in theory but, to me, it seems the effect the egg-based
products are producing is going in the opposite direction.
Should the plone community define/agree on a policy about eggs
namespaces ?

Agreed, that would be better.

My opinion is :

- the plone.* should be owned by the PSF and the plone core;

- the collective.* should be also owned by the PSF, together with the initial author,
which remains its release manager and maintainer. Then he can decide whether
he gives the same rigths to other folks he trusts in the community.
