Yet ANOTHER Matrix question

Hey guys..need a little information.

We currently have a sub that is listed on the matrix in the 3rd spot on a route that he has never touched, nor seen.  I thought that you needed to be "qualified" to be listed on the matrix.

When I asked my supervisor about this today, he told me "no, he doesn't need to be qualified.  This was his pick.  He hasn't been trained yet because he is in school full-time and is not available."  This sub has been with us for well over a year and has not learned his second route yet!

I also asked my supervisor if it is possible to see if this sub would like to trade spots with me on the matrix.  If he would be on-board with this, could we just switch, or would we have to send the matrix around again for more senior subs to get the chance to change.  My supervisor didn't know for sure.

Anybody???
Duh

and you were also correct they can only choose positions on the matrix they are trained on , if they want to fill in the matrix they should be trained first then placed on the matrix

Its all in there...Im betting you will have to greive this in order to change it Mac..Id copy the matrix guidelines...and take them in and show where you have to have been "utilized" in order to sign for the route...Take note tho...it says UTILIZED...if that sub has ran an express on that route...or done ANY part of it they usually will consider that utilized...could they run it based on that? NO...but that dont seem to matter...they allowed subs to just pick 3 routes here too...and it has caused a big cluster F*^k all the way around...cause when they are called to do it..they whine and cry that they HAVENT BEEN TRAINED!!!

If you know the route and want it..a sure fire way to stop this from happening..is for RCAs that do know it NOT to step in and help or volunteer when that sub is made to work it...12 hours spent getting paid for 7 on a route you DONT KNOW is a big deterrent~!
To err is human...to blame it on someone else shows management potential!

16.  When the senior leave replacement makes his/her second and third selection on the matrix, can he/she select two second positions or two third positions?

    A.  No.  When the employee is qualified on multiple routes the employee will be allowed to choose the two additional routes on which qualified, based on seniority.  Qualified is defined as having received training on or been utilized on the route.  The employee may appear as the primary replacement for one regular route and because of the seniority of the leave replacement appear as the second leave replacement on two additional routes.  Conversely, the employee may appear in the third leave replacement column on two additional routes other than his/her primary assignment.  Management must place the leave replacement on the matrix in the second position(s) if available.  If there are no second positions available, the leave replacement would be placed in the third position(s).  (Analysis of Changes to 95-99 National Agreement

well mac...what happened? did they allow them to stay in the spot?
They did that here too...and allowed it to stand...BUT!!!! they dont have to get ANY training...since they WILLINGLY signed their name to that spot...so old JUNIOR might end up with a really bad day here soon if they are still in that spot!!!

And if you are a sub that WOULD LIKE to run that route and know it..your crazy if you go help them with it...EVEN if it makes you feel bad to NOT help. I was a dumbass once..and helped a sub everytime they tried to run a route I wanted...if I had let them sweat over there...and made them case it and carry it..I would have had it back by now...But alas....I kept thinking..OMG....look at that mail ..that poor RCA!!!

Then along came a day..that the same RCA I had been helping ...KNEW a route I was thrown on blind...and they didnt offer not one IOTA of help  to me...made me see the light REALLY QUICK!!
