Going to

http://www.geotools.org/use/index.html 

and pressing "subscribe" for user mailing list brings me to the subscribe
form of the gt-devel mailing list. Is this correct ???

Nope, definitely an oversight. The site is in spike/web, on trunk,
you can fix it directly and someone will have to update
the site (I think Justin can, not sure how other people can
be involved in these chores).

If you hop on #osgeo, just ask FrankW to enable your login on the box.
Or create a ticket in the osgeo trac:

Just use the SAC component.

I just chatted with FrankW and he created a login for me.
He told me also that anyone of us can add logins to those
servers by going to:
https://www.osgeo.org/cgi-bin/auth/ldap_shell.py

and also add sudo privileges by editing /etc/sudoers.
