Where is the evidence for "top 2%" ?

Does anybody know where this statement come from?

"Plone is among the top 2% of all open source projects worldwide."

I have jumped to the link from the "top 2%" anchor on plone.org top  
page.
But, I could find the evidence for 2% by searching ohloh site.
