What does Binding and Non Binding mean?

A binding resolution is something that the NRLCA board
can do without negotiating with the USPS.

A non binding resolution is something that the NRLCA board
would have to negotiate with the USPS, like pay raises,
benefits, etc.

While they can be bound to negotiate certain things,
the end result would depend on the outcome of negotiations
