Use of patient_program as basis for disease registry?

Anyone have experience thinking about use of OpenMRS as foundation for  
a disease registry?  I thought to myself, there's no reason why an  
instance of OpenMRS couldn't be a registry, even within an existing  
clinical care system.  One could write a module that identified  
inclusion criteria, placed that cohort within an OpenMRS "program",  
etc.  One could build reports from that program, collect patient level  
data for each member, etc.

Thoughts?

We'd intended for Program to include treatment programs, studies, and generally things that people have an enrollment date in. (Although enrollment date is not required.)

If the point is merely to mark someone as belonging to a cohort, perhaps the right way to do this is through a CohortDefinition.

But certainly you could use program as a way of storing the fact that a patient is "in the registry", for efficient lookup.
