We have just updated the writeup on configuring a stand-alone OMS instance, that can be found here:

The update includes more complete instructions on configuring a database from scratch and some Windows-specific directions.
At a high level you will need to:
- Install Java
- Install and/or configure a database
- Configure the OMS to use your SenderCompID.
- Run!
