Update the config.guess and config.sub files?

Hi, Alexander.

While working on the Debian/Ubuntu packaging of lame, I used a lint-like
program for Debian packages and it produced the following output
(besides other things that I need to fix myself):

N:   The referenced file has a time stamp older than year 2004 and the
N:   package does not build-depend on autotools-dev or automake and
N:   therefore apparently does not update it. This usually means that the
N:   source package will not work correctly on all currently released
N:   architectures.

N:   Read /usr/share/doc/autotools-dev/README.Debian.gz (from the
N:   autotools-dev package) for information on how to fix this problem.

Since Debian strives to be very portable, I think that those files could
be updated... If you don't update, I think that I can update them, but I
know next to nothing about autotools and am afraid of breaking
something...

The file there is the one included in libtool 1.5.24. The most recent  
release of 1.5 is 1.5.26 from February. The 2.2 branch of libtool is  
very recent (released this year and as it seems requires changes in  
configure.in). Any config.guess file which does not come from libtool  
1.5.x is not really portable for our purposes.

Currently I don't have any more recent version on my system than  
1.5.24. As soon as I get a more recent version (either 2.2 is  
introduced into the FreeBSD pakcage system, or 1.5 is updated to  
1.5.26), I try to remember to have a look at updating the files in LAME.
