The OGR provider uses locale-dependent string conversion, so that's why it's probably not working ok for pure UTF-8. I recompiled the DLL with a different string conversion call, and posted it at:
http://13-9.com/OGRProvider-3.3-utf8.zipGive that one a try, it should handle UTF-8 correctly -- but I did not test it personally, because I don't have enough time today.

I'm using the FDO OGR provider to connect Mapguide to my PostGreSQL 8.3 +
Postgis database.
The database encoding is UTF-8, but when i put the data in the map, the
tooltips and the labels are displaying with incorrect characters.
Did FDO OGR provider DLL have any issue with the UTF-8 encoding or i forgot
something!?
