USPS notifies NRLCA they are conducting 5 day delivery study

The NRLCA has been notified that the USPS is currently conducting a study of the impact of five-day delivery along with developing an implementation plan for a five-day service plan.
A team of postal service headquarters executives and staff has been given a time frame of 60 days to complete the study. June 10th, 2009 the NRLCA was contacted for our input.
The current concept examines the impact of five-day delivery with no business or collections on Saturday, with Post Offices with current Saturday hours remaining open.
The NRLCA is preparing a response with our issues and concerns.
The website will be updated as information becomes available.

I have a lot of questions about this 5 day work week.  So the offices will still be open?  Is the mail going to move?  So the clerk will still come in sort to the P.O. Box and the P.O. Box customers will get mail?  Then my customers will come in an ask for their mail, be told they can't have it unless they want to rent a P.O. Box?  And not only will I lose time for mileage, I will also lose customers. If the mail is still moving are they saving that much, or are they just trying to rid themselves of the rural and city carriers?

  I was reading these posts and a flash question passed through my head. May be a stupid question, but, could the Post Office put all rural routes on 5 day delivery and leave city carriers at 6 day delivery? They screw us in many ways they don't screw the city guys.

BINGO you win the prize yes they can put us on 5 days next week if they want.  
THey may be planning for that now.  DO a little survey, decide that it is practical and then announce a Special Count in Sept to "accurately determine the 5 day evauation"

Nice of our union to let that special NAtional count slip into the last contract, now in a down economy, they can count us twice in the same year and double hose us.


And for the other poster,  window services will still be available 6 days if they are currently are  available.  The carriers wont deliver on Sat but the mail will still move.  So every Monday will be like a day after a holiday and every Tuesday after a MOnday holiday will be a day of annual for me and probably Wed as well.

They can't put us on 5-day delivery until Congress changes the law and the President signs it.

Just for the record.   The Sept national count thing was NOT put in this past contract.  It's been in there for a few contracts now.    Funny that National doesn't have any idea of the things that get slipped in there until something happens.    I doubt very much that Wells put that part in, so unless it was agreed to by the national officers before arbitration, it was slipped into the contract 2002 one.

the real  thing is that those sub's that r left will be out of jobs ptf's willnot have much of a job.The regulars will work there own routes and may not be able to get a day off.things will be harder on regulars but that is what happened when so many carriers decided they did not want a sub and made a WISE choice to work 12 day's and 11 day's post office is going broke people it will not surpise me if they do not file for bankruptcy to get the old hands out.

The current provision for a Special National Count (of ALL routes) for the last 12 days of September goes back at least as far as the 1990-1993 Ratified National Agreement as I have a copy of that contract and it is in there.  It was Article 9.2.C.3.(4) back then and is the EXACT same wording as in the current contract.  It is nothing new.  I do not have any contracts going back before 1990 but it is in the 1990 agreement.

The PO only has to notify the NRLCA 30 days out so it could be as late as mid-August before any decision/announcement is made.

I really believe that 5 day delivery will work and save the PS a bundle.  Which in turn saves my retirement and health benefits at the level that I have planned for over the past 20 years.  The savings in fuel costs alone should be enough to give this serious thought, less wear and tear on my POV as well.  And won't my evaluation go up when it is divided into a 5 day work week?  The down side of course is losing Subs, but we would also not need our "higher level" people being paid on Sat. as well.  Keep the retail side open to stave off revenue loss.  Have a couple Subs come in to "stage and case" the mail for Monday and take out Express mail - at least some of them could and would be willing to keep their jobs.  
And how can we find more revenue - how about bundling some of our products and letting businesses opt in for Saturday delivery for a price?  The PS needs to look at a whole new structure that truly is consumer focused.  We live in a 24x7 world, we could beat out most of our competitors if we moved our internal "clock" back a few hours.  I mean why is 5pm still the magic time when it comes to final collection?  How about opening retail at before 8 am?  Businesses work differently than they did 40+ years ago and we should also.  Has anybody ever done a study on that?  We could also beat out our competitors just by focusing on getting the mail to the customer by noon - not just express mail.  What I'm saying is let's look at the big picture together - all the crafts - figure out what should be done and do one big overhaul.  The sooner, the better.

I too think that Congress has to o.k. a change, but I also think that USPS (mis)management will try to make the case that this "emergency" requires fast action.

Anyhow, here's a clip from our contract:

Article 8
Section 7. Changes in Number of Delivery Days

If, pursuant to present or future law, changes are made in the
number of delivery days, the effects of the change on employees
will be negotiated by the parties and all provisions of this
Agreement inconsistent with the change will be amended to
conform with the change.

The Employer shall notify the Union at least ninety (90) days
prior to implementation of the contemplated changes in the
number of delivery days. If, within ninety (90) days after such
notice the parties are unable to agree on the treatment to be
given to employees whose wages, hours, and working conditions
will be changed, the Union shall be entitled to refer the
matter to arbitration within ten (10) days. The arbitrator shall
determine whether the Employer’s proposed treatment of such
employees is fair, reasonable, and equitable.

So, even without the time needed for Congressional action, it looks to me as if we've got AT LEAST 90 days after the study comes out (I'm making a Wild A$$ Guess here that the "study" will confirm the need for 5-day delivery). Then, say the ASSN goes for arbitration - that would give us some more time. The time it would take Congress to act would be indeterminate, but probably not too quickly (IF AT ALL).

Some of us had no choice but to work a 11 or 12 day pay period after this last count. I know I didn't. As far as subs go in our office they pick and choose the routes they want to work and call in sick on the ones they don't.

Those include creating new schedules for the transportation network that moves mail across the country, for example, and major reductions in work hours for carriers and other employees.

The Postal Service says it wants a detailed plan ready in case Congress starts seriously discussing the switch to five-day delivery.
