Tidbits of News from Executive Committeeman: Sue Knapp

This from the Dec. 2008 Issue of Ohio Rural Letter Carrier Official State Paper
quoting National Officer Sue Knapp at the Ohio Fall State Booster Meeting.

The following is a brief outline of things discussed:


Demise of QWL/EI:
Do not keep any items related to QWL/EI
return them to the USPS. Use your “O” days
and wait for further instructions on hours less
than 8.

Decreasing mail volume and other interesting predictions:
Carriers are working an average of 5 hours and 48 minutes
under their weekly evaluation.

“L” Routes work 6 hours and 40 minutes

“NON L” routes work 4 hours 52 minutes.

The USPS is looking for a 13% reduction in the routes
evaluation at the 4 week mail count starting
Feb. 14, 2009

A vacant route can be converted into an Auxiliary route at
26 hours. A regular route is still a regular route but can
be consolidated.

Consolidation of routes under Article 12 may be coming to
your office soon. If one route looses and needs to be
consolidated-the entire office will be realigned and
consolidated. Vacant routes will be held for carriers to
be relocated. Remember Article 6 says NO LAY OFF
but you can be relocated with- in 50 miles of your office.

EMA will be going down.

New bill introduced to reimburse carriers tax on fuel.

USPS and City Union signed an MOU giving the City Union
all new deliveries. City may cross rural routes to
serve those deliveries. The MOU states “if this agreement
is deemed illegal by The National Labor Board,
Arbitrator or Court this MOU is void.” Thanks brothers
and sisters!

FSS machines were contracted and built, and with the decline
in mail volume, the USPS must broaden the territory
added to the FSS implementation.

Look for the USPS to opt everyone into the mail count.
Management is being trained on what to do to cut our
evaluations.
Address any mail count issues the day they happen, don’t
wait.

Use rural reach to increase your route time.

Rural Carriers will receive the biggest pay increase in one
year in the history of the rural craft, included is a second
COA adjustment and a 1.5% pay increase starting
11/22.

Look for the USPS to offer another early out, up to
135,000 (CNN 11/17).

Close small post offices, and eventually close Saturday.

ON WHAT PLANET????????

Right on, Underdog!

Notice that a 13% reduction on a 40K route would be 5 hours 12 minutes. On a 44K it would be 5 hours 43 minutes.
In other words, if the count goes as the USPS plans, that "average of 5 hours and 48 minutes
under their weekly evaluation" will be wiped out.

dang..i didnt even do the math on my predictions...well I couldnt have if i tried....so i guess i guessed right on...but i was just figuring they will get everyone at least 2hours in count..then 3 for FSS>...lmao...cool!!!
And im just a dummy...just think what those postal masterminds are working on...we should all be shudddering at the thought
To err is human...to blame it on someone else shows management potential!

For my office, mail volume for the year was NEVER as light as it was during the 2-week count.  However mail volume for the year was lighter than previous years.  If the 4-week mail count volume is less than last year, we will be able to pick up the mail with two hands and walk out the door.  My guess is that mail volume will be about the same as last mail count.  Businesses will still send out catalogs/mailings in order to increase their sales.

I know this wishful thinking but mail count periods are to be representative of average mail volume for the year, not the lowest.  With USPS management "predicting" that mail volume will be down, further demonstrates that periods of "average" volume are ignored.  In my opinion this is a greivable position.  Don't sign the end of count report.  (I forget the numerical designation).

Well...know that it will remove most of the power from our union uppers.  Looks to me like the best recourse for us is to go hourly.  I've grown so weary of the counts and the disappearance of volume for that period.  My personal volume records indicate a very small (3%) drop in volume as compared to corresponding dates one year ago.  However, this loss is offset by an increase in parcels and saturation mailings.   I don't buy their line.  In our present contract, the union was to pursue a study to find the most fair time for a mail count.  Where is that report, it has been over two years since this version of the contract was pinned.   Curious.

Again,..why do we need a mail count? The PO keeps a count of ALL the mail we get EVERYDAY all year long. (with the possible exception of raw mail). Just divide the volume by the number of delivery days, and you have the evaluation. O course you need to add in loading time, etc.

Right....WHY can't they do that?

Oh right, that's why...it's FAIR.

It isn't exactly rocket science to see that this is how evaluations should be done.

They track scans, accountables, DPS, Carrier routed letters, flats so we should be able to get an average on all of these.  We would need to count raw letters, parcels, collection mail, markups and R time.  Personally, this would be my choice if given the chance to change.  Less chance to play with the real volume.
