on November 19th, the EU Ministerial Declaration will spell out the EU
e-government policy for the next 3 years and define the key priorities.
A collaborative effort was launched to build an Open Declaration on
European Public Services, which calls on European governments to embrace
the values of transparency, participation and empowerment and so improve
public services. The European Commission and the Swedish Presidency of
the EU have accepted the presentation of the declaration in the official
programme of the Ministerial Conference. A number of 2000 endorsements
is needed for that.

one side acknowledges the needs for transparency and the other side
still acts cautious and conservative. We had several discussions about
this just during the Plone Conference in Budapest and think that this
Initiative could set an inportant impulse.
