The PMG got the expected questions regarding his compensation and his Countrywide home loan, but the real meat of the congressional questions had to do with the Postal Service's financial plight and its operational realities. The PMG told Congress that the key is mail volume. The USPS needs to grow mail volume, but there needs to be an understanding that not all the mail will come back. The most critical thing the USPS faces is that it will run out of money. The question then becomes who doesn't get paid. The structural aspects of the business need to be explored and rectified. He said he believed the USPS could be a self-sustaining enterprise for years to come, but not under the present business model
