Terminator 2

I was just watching Terminator 2 for the first time yesterday and I noticed that Arnold breaks the window out of a car and then goes to hotwire it and John checks the visor and the keys are in it.  Why did the person lock their car making it necessary for the window to be broken if the keys were under the visor?  How were they gonna get in?
