TRC to RCA

Ok here is another one .... We have an employee that took the RCA test back in Oct. She has been working as a TRC up to that point. She notified our Post Master of her passing the test. Paperwork was never filed to notify administration of her results or status change. The Post Master has since left and the new PM is along for the ride. My question is ..It is not the fault of the employee for the change in status. She inquired as well as other employees to have her papers filed. To date nothing has been done and she is still working in a TRC position. She is losing a substantial amount of payroll when she works. Would she be entitled to retroactive reimbursement of the pay she has lost since October. I contacted my union rep and never got a reply.

Thanks again
Tom

A TRC doesn't become an RCA just by passing the RCA Exam.  They have to get hired as an RCA for an open position.

I realize that. She has been designated as my Sub for 2 years. The Post Master has not filed the paperwork to be an RCA.
He keeps her on until her time is up. she has to take her 2 weeks off then he brings her back as the TRC. I don't feel that she should have to remain an TRC when she is designated as my sub or the lax in a PM not filing the paperwork.

The Ironic part is that another individual was Hired to fill a vacant sub position and she was made an RCA after my sub was hired.
