Strange Behaviour(OKL42.1) Tick Interrupts not happening if TIMER_TICK_LENGTH != DEFAULT_TIMESLICE_LENGTH

Hello,
I observed 1 strange behaviour in okl42.1, I gave TIMER_TICK_LENGTH  as 5000 and DEFAULT_TIMESLICE_LENGTH  is 10000. In this case l4tests are not passing i.e. l4test hangs in IPCCAPS2100. What i observed is there are no tick interrupts generated by the system.  I feel interrupts is disabled(in CPSR or in SPSR i dont know??) by some code.
I was trying to debug using TRACE32 but only when i pause and unpause tick interrupts seems to be generating, without debugger no Tick interrupts are generated :(
But if i make TIMER_TICK_LENGTH equals to  DEFAULT_TIMESLICE_LENGTH or vice versa then there is no problem observed,i Wonder what could be the problem, Any problem/side effect with scheduler.
I am using ARM Cortex A8 processor.
Any clues will be helpful.

Warm Regards,
Akshay
