Done on Poi trunk.

I would say we do *not* change the state of all current trackers on
plone.org. A few lines in an announcement could help though. Is
anyone going to place a news item about the update? Something like
this for the Poi part would be handy then:
The issue trackers in the add-on products section have gotten a new
state 'restricted'. In this state anonymous visitors can view issues
and responses, but only logged in users can add them. This should
help in the fight against spam. For new issue trackers this is the
default. If you are the owner of an existing issue tracker and you
like this setting, you can choose it in the workflow state drop down
box of your tracker.
