Selection by layer

Hi all,
I (and not only me, I suppose) think that "Selection by layer" algorithm
is quite annoying and a bit frustrating when we want to select the
features of a vector layer which are in a whatever relation with all the
records of another one. In this case, it would be better to implicitly
select all records of the second layer in memory in absence of an
explicit selection, instead of selecting ourselves, just like in other
sws? What do you think about the need of this little improvement?
