SCIM Table Files For Uyghur Language

Hi everybody,

I maked two table files for Uyghur Language.

Uyghur-Standard.txt.in is standard Uyghur Keyborad layout used Xinjang Uyghur Autonomous Region.
Uyghur-Romanized.txt.in is Romanized Keyboard layout.

I tested them Ubuntu Intrepid.

so I'll import your file after the next release cycle.
(The next release cycle is reserved for developing SCIM-2.0)
