Since they are anticipating that we might run into consolidations after this
next mail count, I am posting a Q and A from the USPS from right after mail
count last year.  This goes into guaranteed salary and consolidations and such..
I just wanted to get it posted for quick reference later..

January 15th 2009 I witnessed the delivery of second class magazines dated for March 2009. What are we to make of this and how can we combat this from happening in the future before our National Mail Count?

Question for you guys! Lets say you are a 40K (L) right now with a LLV, and after this slaughter...err count you lose another 3hrs or so. I'm assuming that would put you into a J classification right, but would it be a 37J now? With all the rumors of consolidation floating around wouldn't every route, be it they are a K,J,or H have to move through each time standard for each classification (K,J,H) before they get below 32hrs to be considered for consolidation?

There is a chart of hours in the count calculators and in the National
Agreement.  You can look to see where you were and where you will be.

At our office we were told that the dates don't matter anymore our clerks are not to hold any mail we're supposed to deliver it the day it comes in.

I've got a question. If main routes in office fall below 43K, do they build back from my auxiliary route? If so, is it required? Can they be a friend and not take from auxiliary route? Thanks

This decision is one for the Postmaster to make.  It is an operational concern and will require some paperwork.  They do not have to rebuild the routes unless it was caused by the introduction of DPS.

In our post office, we had the same thing to happen.  Before the count started we were receiving magazines dated Feb. / March in Jan. and during the first part of Feb.  Then after the count we had a flood of dated magazines come through that should have come in during the count.  We also had newspapers come through in our loose flats that were dated during the count period.  I deliver mail in a retirement community.  It is a heavy volume route.  Heavy during any time of the year except during the count that is.  I have 585 boxes and I went from 48:29 down to 44:02.  I have very little growth on my route.  One more count like this and I will drop below 40 like 4 more routes in our office did during this count.  My wife told me the PO was the only business she knew of where someone after reaching step 12 usually lost money each year instead of making more as the years accumulated.  Think about it.  The mail count was designed as a means to make the rural carriers carry more and more mail for less money.  If it were designed to give us a raise, do you really think they would keep having mail counts?  And management keeps telling us that we have a normal volume of mail during the count just like we have any other time of year, except for Christmas.  YEAH RIGHT!!!!!!!!  It is a normal flow of mail alright, normal for the period of time they are counting us, and that is all.

I do have a question about 5 day delivery.  H and J carriers will loose 2 and 1 days pay per pay period respectively if they cut out Saturday delivery, right?  It seems to me a K route would lose no money, am I right?  The sub would lose their day's work, and the K route carrier would have a heavy Monday, but would they lose any pay?  It seems to me the H and J routes would take the hit.  This doesn't seem fair to me.

I guess during these hard times I should just sit back and be grateful I still have a job, no matter how much they cheat me during the count.
