According to American law (and the Wassenaar agreement too, IIRC),
cryptography software is considered weaponry, and therefore, has
restrictions and rules related to exportation and importation.

It doesn't concern us much since we are just a bunch of loose
developers/helpers, but for a company such as Ericsson, there are
lots of rules to comply with...

LAME is an encoder, it does no encryption at all.

Oh by the way, what do you mean with "For export reasons..."?

Hi Roberto,
thank you for your answer.

I represent a product in Ericsson called CoordCom, a communication center for Emergency Response operation managing a 112 or if you prefer 911 operation.

The CoordCom product use LAME for compressing the VoIP sound streams into MP3 when for example storing the conversation between caller and call taker.

Ericsson pay due royalty to Thomson licensing for this usage. When exporting CoordCom it is important to show the level of encryption for the exported product as you write below.
The declaration of the encryption is declared by the ECCN code. Any "sub product" such as LAME should also be classified. Even though it is obvious that LAME doesn´t contain any encryption it would be of great value declaring the level on the LAME web page.
So I wanted just to put the question and your answer indicates the code 5D990. It would be of interest for the LAME community to declare the level which can be found at:
