Dear "OSGeo - Public Geospatial Data" Committee,
Dear Mr. Zachariadis,

I am "forced" to bring up this request again :-).

I kindly ask from the committee to accept the ready-to-use CORINE vector
map for the Greek territory, to be hosted at
<http://www.osgeo.org/geodata>.

Today I received another message from Mrs. Ana Sousa (I will forward my
reply to this last message from Mrs. Sousa untouched with the next post
in this list).

My very specific questions directed towards the EEA were:

1. Are there any further restrictions besides the "Rights" [6] that are
clearly stated in the respective web-page[1]?

2. Does any legal issue arise from the use of wget to download
CORINE2000 tiles from the web-link mentioned in the references [3]?

3. Is it illegal to host the ready-to-use "greek" CORINE2000 map (ESRI
Shapefile) to an open-access server with other public domain geospatial
data?

The replies by Mrs. Ana Sousa were:

1 & 2. Regarding your questions, and as far as EEA is concerned, we do
not see any legal issues arising from your first and second questions.

Regarding the third one, as previously explained, we do not encourage
the proliferation of different download facilities.

However, there is a second reply below (forwarded with the next post).

Nikos,

I apologize, but if there is no one on our committee with  access to our hosting resources who has spoken up and is willing to spearhead finding a place where we can host this data that we will not be able to fulfill your request.  We are a volunteer group and rely entirely on the efforts of individuals to make anything happen. Unfortunately, we are not organized to be able to accommodate requests all requests that come in.

thank you for your concern.

Should I start looking for another place? Or is there still a
possibility to get the dataset hosted at osgeo?

As you probably have read the previous posts, there is *no* legal
limitation besides mentioning that the data comes form EEA and was
(re-)produced January, 2009.

given the name and mission of this mailing list, perhaps this dataset is
a good opportunity to better clarify/set some more of that infrastructure
in place.

I would suggest geotorrent.org but that seems to be gone now (I am not
very surprised, since ER Mapper got bought out it seemed to be rather
neglected) Perhaps that is a service we could provide (only those granted
write access could add trackers so it doesn't get spammed with unlegal
stuff).



The only trouble I see is with the "non-commercial" clause. That is a
problem for .org's like Debian but I don't think it is a deal-breaker
here. Having data for research & teaching is wonderful. (it's a bit
unclear what "non-commercial" means anyway. is a university a business?
is a sponsored research grant paid work? industry funded scholarship?
etc.  OSGeo is a registered non-profit, so by defn non-commercial)

As far as it concerns the CORINE dataset, EEA (through Mrs. Ana Sousa)
is clear:

* no commeracial apps
* _yes_ for commercial apps given that the user has asked for permission

And for the latter, I copy-paste Ana Sousa's reply (latest e-mail, Date:
Mon, 16 Feb 2009 17:18:12 +0100) to my comment/question about commercial
or not [*]:

This way we make sure that we get the requests, even though the reply is

talking clearly about "not to use the data/applications for commercial
purposes unless the Agency has expressly granted the right to do so".

My apologies for not updating this thread. It was my intention to do so
these days. A hosting solution has been created, _gregis_ it's

The "project" is hosted at berlios [1] and the tutorial [2] (in Greek) +
data [3] can be directly downloaded from [4].

Updates (=small corrections on the tutorial itself and in some of the
data) will be available soon(er or later).
