I know that the post office keeps track of all the hours ever worked by a RCA. It seems to me it would be a simple matter to take 2080 hours of RCA time and call it a year towards retiredment. I worked 19 years as an RCA before finally getting a route. I got my hours and it would convert to 7 and 1/2 years towards retirement if my method were used. It could be "bought" back or some other plan could be implemented. All I was able to "buy" back were 13 days prior to the cut off date. That might go a long way towards RCA retention. When I gave up the AUX route I was paid for my unused leave hours and my sick time was banked. When I became a regular my sick time was given back and I had 27 days already on the books. At least I got that much, plus getting to start a step C. Most RCAs don't hang on as long as I did. But now I am in my mid 50s and have to work 14 more years before I can retire unless something gets changed about all my RCA time.

Last year, I was force to re-attend new employe orientation during mail count so that my mail was not counted.  They did a great job in not counting the mail.  

At the new employe orientation in which I was the ONLY Rural letter carrier.  I was told that it was possible for me to buy back my RCA time, with similar program to buying your military time.  Jay the HR employee in Baltimore said he used to have the forms but the North Carolina office had taken over that function and would no longer supply him with the forms.  That I had to call them and he gave me the number.  

I was told that for EVERY OTHER federal employee it was possible, BUT for RCA with in the USPS.  The Union was opposed to it and had written it into the contract.  

The NRLCA lives and breathes to cause it employee harm.  To even entertain they have our interest on any level is an absurdity.

In my office since 85% of perverted most RCA work 12 hour leave most of the mail and work  3 to five days week so long as they stay under 39 hours.  This would mean they would be getting credit for 99% of each year they worked.

Do not blame this on the NRLCA. There is nothing in the contract about buying back RCA time.  This is part of the FERS and the dates were set when we became part of that program.  The NRLCA has been successful in gaining dozens of benefits for relief carriers including bidding rights, sick and annual leave credits, appointment to career positions (PTFs), etc.  It's an ongoing battle.
