Readjusting a larger route to save a small route from going aux.

My PM informed us today in our 2nd precount conference that if a route comes back below 39 hours that there will be no auxillary routes allowed.  The largest route in the office will be cut back and put onto the 39hour route so that no routes fall below full time.  Is this true????  If that is the case how far will they cut back the larger route.  As it stands now, my route is the largest in the office.  I think this is such crap.

Has anyone heard this?
