I think we also need to come up with some sort of process to make sure
that tickets marked as patch are semi-regularly reviewed, and that we
are not running afoul of our legal obligation (?) to have every patch
under the contributor agreement.
Maybe we need to trigger an email that says "Hey, great, thanks for
submitting a patch, here's how to sign the contributor agreement so we
can incorproate it." ?
I don't know how we've handled this in the past.
