is r39284 "Implement SF_BINDING for Windows" for backport?

does it relate to G_spawn_ex(), or just in general? (ie backport
to 6.4 too when _ex is not yet used there?)

It doesn't matter one way or the other. I don't think it's used in
either 6.x or 7.0.

The SF_* constants are only meaningful to G_spawn_ex().
