If I were you I'd try to contact the Plone pt_br user list
(
http://plone.org/support/region/pt-br) or the localizers directly and
ask them if they've already started a translation.
If not, you're more than welcome to start it!

I don't know very much about the Copyright of the contents under
plone.org, but I'm aware of an ongoing Spanish translation and some
other translated howtos also published at plone.org, like
http://plone.org/countries/conosur/documentacion/instalando-plone-3-con-el-instalador-unificadoso you shouldn't be afraid of any problem with the copyright.
However, the Foundation people should be able to tell you more about the
copyright stuff.
