Not that I'm aware of...

If I were you I'd try to contact the Plone pt_br user list
(http://plone.org/support/region/pt-br) or the localizers directly and
ask them if they've already started a translation.

If not, you're more than welcome to start it!

I don't know very much about the Copyright of the contents under
plone.org, but I'm aware of an ongoing Spanish translation and some
other translated howtos also published at plone.org, like
http://plone.org/countries/conosur/documentacion/instalando-plone-3-con-el-instalador-unificado
so you shouldn't be afraid of any problem with the copyright.

However, the Foundation people should be able to tell you more about the
copyright stuff.

        Before you received my email, I tried to reach JoAnna Springsteen,
Plone 3 User Manual author, without success.
        My main concern is the copyright. How can I talk to the Foundation

Sorry guys! I'm behind on emails. Please go ahead and translate if
there is not already a version. While the copy right issues are still
being debated, we give people permission to translate this manual as
long as they are not making a profit off of the translation. In other
words, it's free in English, it should be free in every other
language. (if someone wants to buy you a beer for translating it,
that's ok ;) )

        Although  it seems confusing, we are going to start the translation.
        If "free software is a matter of liberty, not price" [0], I think there
should not have any issue on the profit part. I am saying this because
there are a lot of miss understanding about this subject.
        As I wrote, the main reason of this translation is all the Plone 3
users (including our clients :). And we would love to contribute to the
community.
        As soon as we have this translation done, I let you know.

Nothing's sure until it's completed, but our current plan for all the manuals is to gradually move to Creative Commons (attribution, non-commercial, share-alike) licensing for all documentation that is owned by the Plone Foundation. Part of that plan is that we'll have a contributor's agreement for the more formal parts of the documentation section (the manuals) that will convey non-exclusive rights to the Foundation.

None of that is complete yet, but it should give you an idea where we're going. Until this transfer is complete, you should seek permission from the author(s).

Under this plan, commercial use would be possible through permission of the foundation or the authors.
